Lottery and online gaming in Québec sit inside a defined legal framework. This page lists the instruments that framework is built from, and says plainly what this site does not hold.
01 The governing Act
The operator carries out its activities under the Act respecting the Société des loteries du Québec (CQLR, c. S-13.1). The Act establishes the corporation, defines its objects, and provides for the by-laws that govern individual games.
Everything on this site — how a draw runs, when a participation is valid, how prize categories are structured — ultimately comes from that Act and from the instruments made under it, not from this website.
02 By-laws made under the Act
The by-laws made under the Act govern the games themselves. The ones relevant to the products described on this site are:

Where a by-law and a description on this site differ, the by-law applies. Descriptions here are written to be readable, not to replace the text of an instrument.
03 Online and interactive participation
Online participation is subject to the same statutory framework as participation through any other channel, together with the specific online gaming conditions of use that apply to the account.
Those conditions cover what is particular to the online channel: how a participation is registered in the system, which records are authoritative, what happens during an interruption, and how location and identity requirements apply.
04 Federal requirements
Certain federal requirements apply alongside the Québec framework, in particular the Proceeds of Crime (Money Laundering) and Terrorist Financing Act.
Those requirements are part of why identity verification exists, why an account must be held in your own name, and why a payment method in someone else’s name cannot be used.
05 Language
The Charter of the French language (CQLR, c. C-11) and its regulations govern the consultation of English-language content on this site.
Both language versions of every page carry the same information. The English pages are not an abridged version of the French ones.
06 What this site does not claim
There is no such thing as a general “Québec gambling licence” issued to private operators for lottery products of this kind, and this site does not claim to hold one. The operator is a corporation constituted by statute, and its authority comes from that statute — not from a licence number.
Certifications and seals are published only where the underlying certification has been confirmed. Anything that has not been confirmed is left off the site rather than displayed as a badge.
07 Where to read the texts
The Act and the by-laws made under it are published in the official statutory collection of Québec and are consultable there in both languages. Federal statutes are published in the corresponding federal collection.
This page names the instruments so that they can be looked up; it does not reproduce their text.
